      Scope withdraws ratings on Black Sea Trade and Development Bank

      The withdrawal follows Scope’s decision to cease analytical coverage due to business reasons.

      Scope Ratings GmbH (Scope) has today withdrawn the Black Sea Trade and Development Bank’s long-term issuer and senior unsecured foreign-currency ratings of BBB+ as well as its short-term issuer rating of S-2 in foreign currency with Stable Outlooks.

      Rating drivers

      The withdrawal of the ratings and Outlook and the cessation of analytical coverage are due to business reasons, not a request from the issuer.

Scope Ratings does not, however, independently verify the reliability and accuracy of the information and data.
      Prior to the issuance of the Credit Rating action, the Rated Entity was given the opportunity to review the Credit Ratings and Outlooks and the principal grounds on which the Credit Ratings and Outlooks are based. Following that review, the Credit Ratings/Outlooks were not amended before being issued.

      The Credit Ratings/Outlooks were first released by Scope Ratings on 6 November 2020. The Credit Ratings/Outlooks were last updated on 24 March 2023.
      As a "sovereign rating" (as defined in EU CRA Regulation 1060/2009 "EU CRA Regulation"), the ratings of the Black Sea Trade and Development Bank are subject to certain publication restrictions set out in Art 8a of the EU CRA Regulation, including publication in accordance with a pre-established calendar (see "Publication Calendar 2023: Sovereign, Sub-Sovereign and Supranational Ratings" published on 1.12.2022 on www.scoperatings.com). Under the EU CRA Regulation, deviations from the announced calendar are allowed only in limited circumstances and must be accompanied by a detailed explanation of the reasons for the deviation. In this case, the deviation was due to the BSTDB’s Board of Governors decisions on March 7, which agreed on the first step of the capital increase (published on March 8) and the medium-term strategy (published on March 13), providing further clarity on the bank’s baseline projections, prompting the publication of the credit rating action on a date that deviates from the previously scheduled release dates per Scope’s release calendar, published at www.scoperatings.com.
