      Scope completes monitoring review for the European Stability Mechanism

      Monitoring review announcement

      Scope Ratings GmbH (Scope) monitors and reviews its credit ratings on an ongoing basis and at least annually, or every six months in the case of sovereigns, sub-sovereigns and supranational organisations.

      Scope performs monitoring reviews to determine whether material changes and/or changes in macroeconomic or financial market conditions could have an impact on the credit ratings. Scope considers all available and relevant information when undertaking the monitoring review.

      Monitoring reviews are conducted by performing a peer comparison, benchmarking against the rating-change drivers, and/or reviewing the credit ratings’ performance over time, as deemed appropriate by the Lead Analyst or Analytical Team Head, in addition to an assessment of all aspects of the relevant methodology/ies, including key rating assumptions and model(s). Scope publicly announces the completion of each monitoring review on its website.

      Scope completed the monitoring review for the European Stability Mechanism (AAA/Stable; S-1+/Stable) on 24 January 2022.

      Key rating factors

      Scope’s AAA rating on the European Stability Mechanism (ESM) reflects the supranational’s highly rated key shareholders, substantial capital position, very high liquidity buffers and excellent capital markets access. However, the ESM’s mandate to lend to crisis-hit countries results in a highly concentrated borrower base and weak profitability, while its shareholder base is also highly concentrated. The Stable Outlook reflects Scope’s assessment of the ESM’s financial buffers to help it withstand external and balance sheet-driven shocks, including expected changes resulting from the revised ESM treaty. Together with other reforms, the revised treaty empowers the ESM, starting in 2022 after ratification by all 19 ESM members, to provide loans to the Single Resolution Fund of up to an amount equal to its target size (capped at EUR 68bn) to finance a bank resolution.

      The ratings/Outlooks could be downgraded if, individually or collectively: i) highly rated key shareholders are downgraded; ii) liquidity buffers are significantly reduced; iii) there is a significant weakening in the capital base as a result of sustained losses caused by missed payments from borrowers and/or a material increase in the maximum lending capacity; and/or iii) the asset quality of the loan portfolio deteriorates significantly.
